Why Retailers Built Their Own Wallets

When Apple Pay launched, a group of large US retailers were already working on a shared mobile payment system of their own. The motivation was interchange fees and data. A tap funded by a credit card costs the retailer a percentage of every basket, and it tells the retailer very little about the shopper. A wallet the retailer controls can pull from a bank account directly, avoid part of that fee, and tie every purchase to a loyalty profile.

That shared effort collapsed, but the individual wallets it inspired did not. The result is the patchwork shoppers still deal with today, where the biggest chains each handle phone payments a little differently.

Walmart Pay: QR Codes Instead of Contactless

Walmart Pay lives inside the Walmart app. You open the app at checkout, scan the code shown on the terminal screen, and the app charges whichever card or account you saved. The phone never touches the reader, which is the detail behind most of the confusion when people ask does Walmart have Apple Pay: the store is happy to take a phone payment, just not that one.

In practice this makes Walmart Pay slower than a tap. It also means an unlocked, charged phone with the app installed and signed in is a hard requirement rather than a convenience.

Kroger Pay and the Long Holdout

Kroger held out against contactless longer than any other major US grocer, and Kroger Pay was the reason. Like Walmart Pay it is app-based, and it leans on the thing Kroger shoppers actually optimise for, which is fuel points. Paying through the store wallet keeps the loyalty account, the payment and the fuel programme in one flow.

The tradeoff is the same as at Walmart. You trade a one-second tap for opening an app, and you get discounts a generic wallet cannot deliver.

Target Circle: Savings Layered on Top, Not Instead

Target took the opposite route. Rather than blocking contactless to protect its own wallet, it enabled both, so anyone asking does Target have Apple Pay gets a clean yes. Target Circle and the Target Circle Card then sit alongside it as a savings layer rather than a replacement, with the card offering a standing discount that a plain tap does not match.

This is the model most retailers have drifted toward. Accept everything, and compete on rewards instead of on hardware.

What Each Approach Does Better

  • Speed: Apple Pay wins outright. Nothing to open, nothing to scan.
  • Discounts and points: the store wallet wins, because it is wired into the loyalty programme.
  • Privacy: Apple Pay passes a device-specific number rather than your card details, and it is not built to profile your basket.
  • Reliability: a physical card still beats both when the app will not load or the terminal is old.

Where Gift Cards Fit

None of this affects a gift card balance, which is worth knowing if you are trying to control spending rather than chase points. A balance is a tender type, applied to the basket before whichever wallet covers the remainder, so it works the same whether you tapped, scanned a QR code or handed over plastic. It is also the one method that does not depend on the store having modernised its terminals.

Which Wallet to Open at the Register

For a quick basket at a store that accepts contactless, tapping is the better trade every time. The store wallet earns its extra steps only where the rewards are real and you shop there weekly, which in practice means fuel points at Kroger and the standing discount at Target.
